On the peninsula the street address decides which one issues the permit.
The city is gated. Its roads are private, laid on Rolling Hills Community Association easements, and the three entrance gates are staffed around the clock, so a service visit needs your authorization at the gate. We agree on the time with you first. Exterior changes generally go through the association's Architectural Committee as well as the city, so ask the association before a new outdoor unit goes in.
Almost every home in Rolling Hills is a detached house, and close to half were built in the 1950s. Rancho Palos Verdes grew mostly in the 1960s and 1970s.
